Moore was born in Baltimore, Maryland, and raised in the city's Sandtown-Winchester neighborhood. He is a graduate of Johns Hopkins University and the Harvard Kennedy School. After graduating from Harvard, Moore worked as a management consultant and then as an investment banker.

In 2013, Moore co-founded the nonprofit organization "The Mooremen," which provides mentorship and support to young people in Baltimore. He also wrote a book about his experiences growing up in Sandtown-Winchester called "The Other Wes Moore."
